I missed the cloak of Monolio (or what ever his name is) I couldn't get the mayor to start the quest. What happened and can I still get it?

you get the clasp in lvl 4 of watchers keep the claok part in amkethran in tob and have imp boy make it for you

What does it do exacly? I recall Montolio being a great fighter with his longsword and shield, does that have anything to do with it?

This is the cloak of the blind teacher of drizz't(not the correct description but it comes down to that) +1 AC +1 Saving Throws +2 THACO with off hand Only useable by rangers
