I missed the cloak of Monolio (or what ever his name is) I couldn't get the mayor to start the quest. What happened and can I still get it?

you get the clasp in lvl 4 of watchers keep
the claok part in amkethran in tob and have imp boy make it for you

What does it do exacly? I recall Montolio being a great fighter with his longsword and shield, does that have anything to do with it?

Only useable by rangers
