For multiclass it's divided equally between the two (or three) classes, like in BG1, so for a Thief/Mage, the effective cap is 1,475,000 XP per class.
For dual-class, it's also just like in BG1, the XP used by the first class is subtracted from the cap for the second class. For instance, a Thief dualed to Mage at 7th level, has used 60,000 XP for his Thief-levels, so as a Mage, he can progress to 2,950,000 - 60,000 = 2,890,000 XP. |

Yes. Some classes will be able to reach level 40 in ToB, but others can't get further than 34 or even 31. And multiclasses can't get beyond 4,000,000 XP per class.
