im doing the mission for the imperial legion where u have to find the lords mail for the dukes guard ive been to the shrine and found the dirt but i can find this rufinus bloke anywhere ive searched the whole fort anyone know where he is ?

Hmmm. Have you've check in the water around the fort. Also check an alter or what is considered an alter. Been awhile since I've done this quest. Sorry I didn't want to spoil by telling you directly what in particular to look for.

go back to the shrine, notice the girt on the floor, follow it and it will lead you to a secret entrance ( a door that look like a wall ). the guy you after is in the cave after that.
