Well I have had my share of bad & free-loading neighbors...I won't even begin to tell the stories~they go from throwing beer bottles from a second story onto my car for asking them not to play their music so loud and having to deal with light fixtures "danced" right off my ceilings, to theft of wood for a fence (LOL), to building fires underneath my windows, to outright death threats that restraining orders and calling police didn't help to stop.
I got to a point where I could not sleep or work from all the stress and being deprived of sleep for days on end when they would play some war movie over and over again at full volume and about six months later, after my car and motorcycle were stolen, when I was at my wits end and on the verge of losing everything around me for lack of money to pay for it all, abandoned everything to come here to Texas, leaving my eighteen year old son behind to sell the house and make his own way from there.

Talk to their mother and explain the situation. Be tactful, if she is in any kind of financial bind, she'll understand yours and know that not only can you not support her family but that persistent abuse of your charity and outright theft can only result in turning the matter over to the juvenile authorities which will put her in a bigger financial bind. She isultimately responsible for what her children do and approaching the matter in a tactful manner will either put an end to the unwanted actions of her kids or make things worse for you. To do nothing will only be asking it to continue though.

I don't recommend the sugar in the gas can thing until you are absolutely making no progress trying to go about it nicely (which it sounds like you are but try all else first...they will know that there was sugar in the gas when the gas tank has to be taken off and cleaned out...you are only asking for trouble if they know it was you and you would be putting the family in further financial troubles making things worse for you and your neighbors.

Do lock up your valuables, maybe give them a gas can and tell them to work for the money to buy gas.
Quote the bible to the kids, (that'll make them avoid you lol), maybe spend some spare time with them and teach them values they can carry into their adult lives in hopes that they don't end up the kind of folk I eventually had to run away from in a neighborhood I had owned a home in for seven years. Pray that they move lol.
