There's no such thing as a kit maker. You can edit kits by editing 2DA files using notepad, but it's quite a tricky business and if done incorrectly can stuff up your game.
I'll find a link to Drizzt Elite's site, he had a kit making tutorial there if I recall correctly. You may also want to try www.teambg.com they have a lot of editing tools (dunno about kits though). ------------------
