Water (Tears)? Although I don't know how water holds back an ocean, unless you figure that a river keeps the water flowing into the ocean and thus stops salt water from progressing up stream

I think it's SAND.

It holds back the ocean, blinds you if it gets in your eyes and can be made into glass for spectacles. Not sure about the mountain though - perhaps erosion.
