I picked the pockets of a soldier (robbed 'im blind, I did!) in the Tavern at the docks and came up with a slavery notice to do with the Roenalls. What exactly do I do with this? Does it just tie in with the slavery bit at the docks, or will it eventually allow me to ransack the Roenall home in the Government District?

You may have jumped a bit too far ahead of yourself. That soldier figures in Nalia's Isaea Roenal quest. The ransacking of the Roenall house is tied into this quest as well.

Jumping ahead of myself? Yes, definitely something I would do. That's what I get for making a hobby out of pick-pocketing, plundering and pillaging... Or something like that.
