1ST, what the heck does oakenmir do for you. 2nd, where do u get a seed from. ANd 3rd, how and where do u get the clover for proof of meeting the (running scared and trembling) leprechaun?

1) Oakenmir does nothing except giving you a history lecture. And he gives out plenty of experience should you feel the need to strike him down.
2) You get the seed from the Bark horrors just west of Cet´s pyramid
3) When you find the leprechaun move further inland and you´ll find 3 chests. They don´t need any lockpicking so just pop the lids open. Inside one of them you´ll find the "Stone of Clover" which is the proof you need.

expanding on willow's explanation for your first question.. he sometimes drops a treant seed when he dies. also use spells to kill him. burning haze, fire storm, meteorstorm. (ice storm) doesnt work.

And expanding further, Oakenmir can also call Bark Horrors to aid him, and they can drop seeds when they die. Leastways, that's how I remember it from my last game.

And as for the leprechaun, it's not the first time you meet him -- it's the second time, after you've gone through the shrine and met Kerah again. That's where you can find the Stone of Clover.

Bark Horrors have been reported to show up in Talrik's area - very rare but it can happen.

1) Oakenmir's part in the game was probably cut out when the game was rushed to market. They probably had something much more interesting planned for him beyond being a very neat creature to meet and learning some more information about the game.

2) already answered

3) To prove the leprechaun exists and satisfy the quest, you have to enter Anephas' Tomb, find the area where you can talk to Kerah, swim out from Kerah's area to the surface which is where you will find the chest containing the proof.
