IIRC Yes. I do know for sure that you get more attacks per round.

But I think that this was related with a bug somehow.I have read about this in some post waaay back. I think it was fixed by Baldurdash.
I am not sure though. |

I would have thought so, as it seems like the boots give your character haste. But I'm not certain. LOL, a lot of vague answers...

The boots give the full effects of haste, though they are not supposed to. Baldurdash fixes this issue. Instead of the movement and attack bonus, you just get the movement bonus. Download the fix-pack if you want. I does fix a lot of the issues that patches don't look at.

It was fixed with Baldurdash along with the bug that Haste (and the Boots of speed) gave you a faster egeneration rate withpotions or items).

The Paws of the Cheetah (the only boots of haste I know of) aren't supposed to increase attack rate. However, I'm pretty sure there is one in ToB that does, though I'm not sure.

If you use the ring of free will, the boots of speed are always a good thing to put on as well, so the character is always hasted, and w/ the ring of free will, u cant normally place haste on tht character.
