i've now a chapter 5 rogue and still i'm not able to cast scrolls or use other items

Scrolls might require a higher skill level. Go to a magic merchant, one with wands and such, and see if those are available for use. It could be it does not apply to scrolls. I know my thief, with 1 point in the skill, can now use wands.

have ask @ the official forum:
t can't be compared with neverwinter nights where it is the maybe most powerful feature - so put some points in it (4 should be enough to use that wands) and let it be there
