You have to write the spells off of scrolls if that is what you mean.

Welcome Burrfoot & Sammy you need to memorise the spells. You accomplish
that by either doing as Sammy stated by scribing the spells into your spell
book or memorizing the ones you are given as a mage depending on your abilities
say Intelegence I believe determines your number of spells given to you when
you start out. "Once you have the spells marked in your memorization slots you
have to rest to memorize them allowing you to use them." You will have to rest
after casting a spell to be able to use it again. Hope this helps!

And the spells you know can be renewed by resting. Also change any spells you think you'll need before resting

you need to right click on a scroll in your inventory. once you do that you
get the option to write or scribe the spell to your spellbook. Thats how
your mages learn new spells. I would save before doing it. Try to scribe and
if you succede then save again before going on to the next scroll.

The line between good and evil is a razor sharp thing. Be careful of misteps,
as you may find yourself spitted upon your own blade.
