You need to kill crabs and take their shells to the shipyard in Brimloch Roon. The old salt there will make underwater helmets and breathers, which go in your helmet and second weapon slots. If you have only one of those items equipped, you will not lose air as quickly, but I find to keep the dungeon from being a pain it's best to have everyone in the party equipped with both a helm and breather.

Two possibilities:
1. Underwater breathers. You can buy 1 breather set for each 3 crab shells in the docks of Brimloch Roon. This is the "standard way". Cruise the sea and get enough shells from the Crabs o'the Sea. Sell them in the docks and buy breathers (a helm plus a "container") for each member of your party. Equip them when you go underwater. 2. Breath of Air plus Restore Health spells plus the Iron Lung trait. Enough for passing the Collasium without breathers. You can even pass without the trait if your Athletic skill is high and your party isn't large (otherwise, you will spend all the time with casting the spells). Note also that the Restore Health spell isn't too necessary. Usually, you lose one half of your HP's by casting the Breath of Air but you get your HP's back in the next moment. Do not haste with Restore Health.

Keep in mind also that the crabs have both a chance to *have* a shell and a chance to *drop* a shell when killed; it's therefore to your advantage to STEAL the crab's shell (as silly as it may seem...).

Let me expound even further...
Underwater breathers and helmets slow your rate of oxygen consumption. Use both, and they slow it even more. Buckley starts out with three or four total helmets and breathers, and every time you bring him back three crab shells, he'll make some more. You can, therefore, split the breathers and helms among the party members until you get enough for everyone to have both. The Iron Lung trait helps even more, and it is learnable (Level 5 thieves' guild, I believe). It compounds with the helms and breathers, and can let you survive even longer. And of course, the most important thing is to look around for those pockets of air! Just surfacing for a moment resets all the clocks, so to speak, and lets you swim even longer. Using breathers and helms, I've not had to resort to Breath of Air. So no more comments there...

And might I add that if you play the game unpatched you only need THREE crab shells to make as many breathers as you want. When you walk up to Buckly wait for him to start thanking you for bringing the shells, then pass the shells from the active character to another character in the party. That way Buckly will not take the shells after finishing his speech but the breathers will still be manufactured. Repeat the process as many times as you need, and you will have enough breathers for every character in the party.

What bsftcs said: This just proves that Buckly doesn't really need the shells to make the helmets and breathers; that is just an excuse for him to use adventurers to exercise his pathological hatred of crustaceans.
