i have different spells,levitate, etc.but i cant use them.not enough magica it says.the line underneath the spells is blank,and the chance of it working is zero.how can i get them to work?do i have to enchant the spell?

Spells are overpriced in Morrowind. Open your spellbook and chech how many spell points you need for casting the spell.
If the cost (in spell points) is too high and you cannot get such number of spell points during the game then you are out of luck. You can delete the spell from your spellbook. Otherwise, you must wait until you get enough spell points. Unlike Arena and Daggerfall, the casting cost will never go down. The chance of successful casting will increase as the corresponding magic school skill will improve.

Sorry, try increasing your Intelligence, that'll bring up your magicka and eventually you might have a small chance of casting it correctly.

You could use the spellmaker to get a less powerful, but cheaper and easier to cast, version of the spell.
Or you could enchant it into an item. You need lots of money (OK, you could enchant yourself, but you need much INT and enchant skill, much easier to pay someone from the guild to do it). Enchaned items always work, so this is probably the easiest way for a combat specialist to get the more powerful magic. Otherwise pump intelligence. And train up in the relevant spell school as well, it wont affect casting costs but it will dramaticaly improve your chances of casting the spell. Its likely your going to wind up having enough magicka to cast the spell once per day, so a low casting chance will be a PITA.

Train your respective magic skills. Alteration, Conjuration etc etc.
