I'm starting a new game of BGII and am going to play all the way through BGII SoA and ToB...I'm tired of the crappy choices available for theives in BGII and am going to make a thief PC for my main character. My question is this: is it worth dualing to Monk at some point for all the special skills and if so when and how should I go about it?

You can't dualclass to or from a monk, just like Barbarians and Sorcerers. Sorry mate.

Okay if I can't do that then what would be a good class to dual with thief? And what lvls should this all be done at?

I say a dual from a thief to a mage oughta do it.
Just like Imoen.
I had mine dualed to a mage at level 8. But U might wanna wait on that as the exp cap has been expanded.

Go with a kensai, dualed to a thief. Wait till at least lvl 9. Kensais rock!!
good ac, and good HP for a thief.

Any fighter class, dualled to thief, is good. You get more HPs, and you can take all of those Weapons skills in short bow, and whatever sword style you like to use as a thief. I actually had a pure thief, no dual, no kit, and he was pretty durn good like that. And in TOB, the specials are interesting.
