Can you get him in your party in any other way than Ctrl+q, do you need a certain alignment/class/race/level/stat? And do you mean the final battle with Irenicus or do battle with him to get the tear?

TOB is set after you complete BG2, meaning that the fight with the Wraith Sarevok will already be over. The only part of TOB available to play in BG2 will the the Watcher's Keep.
