I found the evidence that R. Hidesmann was the killer. I went to his shop and followed him downstairs but, he was gone! Where can I find him? And who is his master? Thanks!

Go to Tradesmeet and do the quests there, you will eventually see him again.

That is supposed to happen. You can continue the quest with: (SPOILER)

1. Search the house, and you'll find a note and some human skin. Do as the note says.
2. Do the Trademeet quests, and you'll eventually run into Rejiek and his boss.

His master is Vellin Dahn, that Mage downstairs who teleported away before you could catch his name.

Actually, i'm almost sure that his master is Shangalar.
Check out the Tanner's Letter, and see for yourself.
Also, when you expose Feal in the Umar Hills, he says the you'll be dealt with when you will cross the "Rune".

What happened to the Skin Dancer? I've always thought he was his master.

Well, Rejiek's master is "Vellin Dahn", because it's the only name that will correctly decode the name of the bookseller (the one outdoors) in Imnesvale. Perhaps Vellin Dahn's master is Shangalar.
