Pearls and diamonds. And sometimes an entrance to a cave.

Occasionally a Daedric Ruin.
To help you explore the depths, make a Medallion or Ring of Regeneration of 2 hp/sec or Higher. This will require a Golden Saint or Ascended Sleeper Soul, and a fair penny or High Enchant skill. 'Drowning' damage is roughly negated by the constant effect of the Medallion - thus, you can swim around indefiniately. |

Grungi is right, just make a water breathing constant effect item and you will be alright, and also avoid the annoyance of the screen flashing red because you are drowning. And since you are ta it, adding a quick swim enchantment would be nice...
Also I would suggest enchanting something different from shoes or boots, since swift swim can be achieved by simply wearing boots of blinding speed (tm). But I see the question was what you can find underwater? well, you can find some secret entrance to caves, which might save you a lot of trouble if you aren't a skilled thief who can lockpick the main entrance. also, there is a quest involving a daedra shrine somewhere under the waters of morrowind... I won't spoil you telling you where exactly, but it is there...
