I thought that because the original poster was writing from holland, that they would be more familiar with the EU (european union) as they are an active member state. I would have thought that the spanish may also refer to the european option as they live here? Which EU are we refering to?

We will and it isn't difficult. Each country elects MEP's (members of european parliament), the european parl can then choose it's leader from the mep's elected across europe. Since they have already been democratically elected, he/she is gaurenteed legitimacy and can become president of europe.
