The ability modifiers table (from Player's Handbook 3rd edition):

Score Modifier
1 -5
2-3 -4
4-5 -3
6-7 -2
8-9 -1
10-11 0
12-13 +1
14-15 +2
16-17 +3
18-19 +4
20-21 +5
etc.
[/QUOTE]As you can see, the bonus goes up only on even numbers. So, if you already had an even Constitution score (ex. 14), adding +1 would not make any difference at all (it would go to 15, which is exactly the same modifier as 14). However, if it was an odd number (ex. 15), then adding +1 would jump the modifier by +1 (it would go to 16, which has a +3 modifier instead of the +2 modifier for 15).

Note that if the modifier goes up by one (or more), it will jump up your hp, fortitude saves, and checks for skills based off of Constitution like Concentration. However, this change will only exist while you are wearing the item. Once the item is removed, the temporary adjustments go away. Thus, anything that checks the current Constitution score will register the change, but anything dependent on permanent Constitution will not. For example, consider the feat Power Attack. It requires a Strength of 13+. If you have an 12 strength, putting on a Strength enhancing item will not allow you to take the feat; you need to have a permanent Strength of 13+ to take the feat. However, putting on the item will increase melee bonuses, carrying capacity, etc. as these check the current (not permanent) Strength score.

Hope this helps!
