Hmm, i don't know about the UFO. I really don't know what to say about it, prehaps it was just a trick of the light the guy saw. But i found the *pop* up ad very entertaining .

Where american law does not apply? Definatly the best place to test a new prototype. With the lack of pics and a vague description its not easy to say much about what it is, but it dosent sound like any aircraft ive heard of.
