Liverpool qualified for the Uefa cup as I said which is a better tounrnament than the Inter-Toto. The qualification of european competition in England goes like this:-

1st and 2nd- Direct entry to the champions league group stage
3rd and 4th-Entry to the Champions League 3rd qualification stage
5th and 6th-uefa cup 1st round qualification

next is the inter-toto cup which is more complicated as you don't automatically enter it. An invition to join the intertoto cup is extended to all teams in the order they finished in the league after 6th. So for example the 7th placed team is invited to join the inter-toto cup if they except they enter it. If not they ask the 8th placed team etc. England can have up too 2 teams in the inter-toto cup.

Also the 2 domestic cup winners get a place in Europe so sometimes it can work out that 6th place doesn't get a place in europe...

So yes Liverpool aren't in the Inter-toto their in a better tournament.
