Worms like these are usually preludes to more destructive ones. Basically these people send out something that won't destroy just to see if it works and then improve on there code to make something more destructive.

Another reason for these types of worms is that hackers and virus writers arn't really interested in destruction anymore, they are just there to prove a point and some have even gone so far to say that they are doing it for the good of the public to get MS to fix its buggy operating systems.

Its also a bit of a status thing amonst the virus writers to see how far they can go to prove themselves to their friends.

One little tid bit of knowledge that happened last year is during the Blaster worm outbreak another worm was sent out that actually patched the hole in the MS operating systems and removed the blaster virus!
