im not sure where it is i was told from a guy in a small passage, what if the keep already belongs to you and you have killed the trolls?

If you have accepted the De'Arnise Keep as your stronghold already, all unlooted flail heads will disappear. Ergo, it is gone.

You could also use SK or clua. To get the head. Some people might think it is cheating but it is up to you. If you need the code for clua I am sure we can dig it up for you.
