Depends on how much you want to buy at the auction... If you want to buy several good items, 20 will not be enough. (Get as many smugglers coins as you can, so you can buy most of the stuff at the auction. It sells in for good money, if you dont need it).

If you plan to bribe your way into one of the buildings, you will need 5 smuggler coins.

EDIT: Please note that I said if you plan to do this. Not saying it is the best way to go. I didn't use the smuggler's coins at all. Didn't need anything from the auction.

Don't bribe your way in, that's a waste of 5 smuggler's coins. Go to the actual docks, there's a ship with 3 Bloodsailors on board. Knock them off, take their uniforms, loot the chests (one of them contains a henchman quest item), and simply wear the uniform in your armor slot when you go to the Seedy Tavern. They'll let you in for free.

Item wise, the auction is very nice, and it's well worth the effort of getting large numbers of smuggler's coins. As someone else said, if nothing else you can sell the stuff you buy at the auction for cash.

Also check the Auctioneer's "regular stock", he's got a few nice items available for sale if you have spare gold.

I figured out from the Versus Adventure Guide that I need 71 Smuggler's Coins to buy out the Auctioneer and I currently have 19 from a previous adventure in my bag of holding. Where do I get the rest?

If you find the merchant with the 2 guards, you can buy a smuggler coin for 150 gp each. You can also go to the lady in the tavern (sorry, cant think of her name at the moment) and if you have high enough persuade, she will give you one (my character's persuade sucks, so I can't confirm this, but the game kinda implies it). I didn't think the items were worth that much though. Dunno. Keep an eye on all the thieves that you kill, cause they add up after awhile (I had like 31 before I decided I didn't want them anymore).

it's probably not worth it really, the items are mainly just basic things anyway, the weapons are just +1 which by the time I had gotten round the docks I had already found or bought what I needed.
