I'm not sure I buy this "problem" completely. Certainly there are abusers out there, but that can be easily managed at the network equipment by giving each user their own port and implementing equal time use per port instead of straight contention based traffic. This ensures that all current users get equal portions of the available resources at any given time. This can be a little bit of a bottleneck when the network is not operating at near capacity. All in all, I'm sure the companies would like a bunch of subscribers paying a set monthly fee, and using the internet very little. The want the service to look like it's unlimited for customer appeal, but count on a certain set usage so they can minimize expenses. You can't have the best of both worlds. If they want to limit use, they'll need to make it part of the contract, just like all other telecommunication services. I remember the 56K dialup service lies. The only transfer I saw that EVER went at even close to 56K was getting your email from the ISP. Downloads from outside their network often crawled at 9600 or even slower. Why? They didn't have the capacity for their customer base, that's why! Same thing here.
