Missing Guard -quest in Beggar's nest

I have walked into everywhere and talked to everyone, but I can't find Walters (the missing guard) so that I could end this quest. Some advise please?

He is locked away in some warehouse. Its south of the academy I think...

Actually, it's the old warehouse WEST of the Academy. He's in the basement.

Thank you. I missed him when I went first time through it. God, sometimes it is very frustrating when you can't find something...
