short answer no
but if you play though Bg1 there is three tomes of wisdom, which means that you can start bg2 with WIS=21 and in BG2+ToB you can get another 2 points of Wisdom => WIS=23! nice if you're a cleric

potion of insight only sets it at 18. so, if you have 23, then it'll decrease it by 5 (not good). it makes perfect sense from a roleplaying perspective. How can a potion make you more wise than is naturally possible for any of the major races?
Also, fighter-types with the 3 wisdom tomes, hell, and the MoLTM can increase it to 24 with the Axe of Hrothgar from Joluv in the Copper Coronet. however, unless you're a priest/druid, having wisdom over 15 only helps with lore. at 15 you get a small saving throws bonus, which is very good. Natural = 18
3 Tomes in BG1 = 21 Hell = 22 Machine of Lum the Mad = 23 AND EITHER Deck of Many Things = 24 (Must be a Priest, don't know about Multiclassed Priests) OR Axe of Hrothgar = 24 (Not usable by Priests) So the max is 24, unless perhaps you're doing Use Any Item with a Cleric/Thief, and Gnomes can't get 18 WIS anyway, so you're stuck with a Half-Orc swinging a weapon he can't put any proficiency points in. Still, 25 WIS is the only way to get extra Level 7 spells.
