Ropes are at
1. Near the wyverns level 1 2. On the bridge level 1 (Alt is your friend) 3. Near Mandal's Corpse level 2 4. Therraskus' Treasure room level 3

No, the ones sold at wondering village serve a different purpose and arent the same.
And besides, once youre at DE you cant go back there.

Au Contrair .... I usually buy enough rope while there, but you are right about not being able to go back after leaving the Underdark.
