Talk to all the named people in Port Llast. One of them asks you to do a quest, and will give you the key to that cottage.

and that elf is Elaith Craulnober ...also known as The Serpent ..I won't say anymore as it isn't really relavent but should anyone fancy finding out more about him then read Elain Cunningham's Songs & Swords quintet I highly recomend you do as it is nothing short of brilliant.
