he's a bit of a 'floater', wot ?  Cav_again, bridge district, look for a *very* long set of stairs down to river level. Walk down, around and as far right as you can. Look for some fat burk giving some lip to his 'helpers'.... has some great dialogue.... lend a hand...

How about the guarded compound? It's not really a quest (see reference to unfinished business above) but definintely worth a trip.
