Although I can support the idea of making military bases and training grounds exempt, even if only partially, from environmental regulations, I cannot support the continuing trend of governmental agencies becoming increasingly immune to all sorts of laws and limitations. This sort of thinking ends with the result that the government has decided that it cannot be constrained by anything so limiting as the Constitution; at this point you have a textbook totalitarian regime.
