I read a similar story in Uncle John's Book of the Dumb about a guy who had the state agree to reimburse him for the prostitutes he hires because of sex being part of his treatment. He managed to get the state to agree to reimburse him, but he had a hard time finding a prostitiute that would give a receit.

Hello. I am from Denmark. You know that weird country where selling sex is legal and where we take care of people who are disabled.
I'd just like to say that this one is likely to be rejected. It is true that local authorities compensate disabled people for extra costs incurred because of their disability. However these costs must be necessary. It is not in this case and hence he will most likely not recieve any financial aid. That it is being "considered" is just another way of saying that our politicians actually work for a living.
