I am new at this game so I was wondering which school of wizardry was the best.
I am interested in using a mage as my character, but I don't know which mage is the best. Also, which race is the best for mages?
Hmm.. very subjective but I want some inputs on this matter.

I like either a general purpose Mage or a Sorcerer depending on the game.
For someone new I would reccommend a general purpose mage and worry about specialist classess later when I had more experience.

I would also recommend the true class, woithout any kits. Then you can test all the spells, try out for yourself.

I think elves are the best, at least technically, since they have resitances to sleep and charm-magics.
But that is all up to you, how you would like to roleplay and so on. Many says a human kensai with as much profinces as possible in staff is best to begin with, and than at level 8 or 9, you dual-class him to wizard, which gives the character very high HP. But I have never even tried it, since I don't think dual-classes doesn't is very rpöeplaying (with a few exceptions).

Wild MAges in ToB are good because you get an extra spell per level with no opposition clas.... though the wild surges can get annoying...

I'd recommend a sorc. You'll never find yourself without access to any of the spells in your repertoire, since everything you've learned is always available to you on the spur of the moment. That way, you won't be suddenly in battle thinking, "Damn, I wish I'd memorized that last Magic Missile instead of that Cast Uncola spell, figuring I'd be thirsty! Now, I'm going to diURRRRKKKKkkkkk..."

Of course, the downside is that you can't just pick up any old spell scroll and learn the contents. Sorcs are limited to a small number of spells, though once you know how well certain spells work, you'll realize that you can easily accomodate the best stuff into your list as a sorc.

Anotha big Bad, Bad about Sorc's 4 newbies is that u dont really know what spells are best... so wrong spell picking is bound to happen unfortunately...
