[/QUOTE]Well considering that there are several methods of getting to the internet and he could be cutting off access at any one of those points it requires more information to answer the question.

My current home network uses a PDC running Win2003AS, and a Gateway box also on 2003AS... it used to run RRAS, now running ISA Server (used to be MS Proxy Server). If his brother is a computer geek he could have a dedicated setup like this (or an equivelant using Linux) and be restricting access that way, OR he could be using a simple Cable/DSL Router... which could also be used to limit access... or he could simply be jumping on Gab's system and disabling the network adapter or modem (if dialup), or any of a large number of possiblities for shutting down a internet connection.

If you think Routing and Proxy servers are random terms maybe I should add some background info on how they work?

this is a clue... but it's still not obvious what you're describing. Do you set YOUR computers network adapter to the same ip as your bronthers? (unlikely since that would cause an error) OR... do you set the gateway address on your adapter and dns server address to the values in your brothers computer's gateway and dns dialogs? (also unlilely since that would mean that you're using a managed external router) OR... do you set your net adapters gateway & dns addresses to your brothers IP address (possible, but I seem to recall ICS... his most likely sharing method... provides dhcp services so all you'd need to do is refresh your adapter to get the right address... although I could be wrong since I don't use ICS)

Bandwidth throttleing can be done at the router level... but he probably doesn't have the software to do it.

-INSIGHT- (Been playing NWN too much) since bandwidth is such a problem you must be using dial up... and your brother's computer has the modem right? If so than it's a 90% bet he's using ICS and just changing the network adapter ip address on you. If (as I remember) ICS provides DHCP services all you need to do is setup your adapter to automatically get IP & DNS addresses... then if he changes his adapter address you can open a command prompt and run the following commmands: "ipconfig /release" then "ipconfig /renew". If the command prompt can't find the ipconfig app, it's in your windows/system32 directory. This assumes he isn't just shutting OFF ICS... and of course it doesn't fix your bandwidth conflict (which you'll need to do from your end... because ICS is an open pipe).

It could also be as simple as unplugging your network cable, too... never underestimate the power of hardware solutions

Personally, I'd ask him to help me find a way where we could both be happy... once you figure out your way through one roadblock, he'll simply put another, more complicated one, in your way. I know I would...

i had to shut off his puter in order to use his IP and DNS so that there would be no error.

i didnt change the gateway - they all seem to use the same gateway and mask

and he seems to be willing to try out that netlimiter program so that should solve our issue hopefully.
