I can't seem to locate Luther Broad's Boarding House. It's supposed to be in the Imperial City, but exactly in which district ?

wander around and check your maps also ask the
guards or the blades wandering around for directions.
They will tell you just about where everything is
located or the general area where to find it. Once
your in the area they told you to go, open your map
and run the curser arrow over the buildings until
you locate the place your looking for. Thats the easiest way to find things and places in the game.
