What is the deal after every time that I use haste with my group they need to rest. Is the normal with IWD sure is a bummer. Since I think haste can make or break a big fight scene.

It is normal.Both IWD and BG2 are just going by the AD&D rules for the haste spell.At least the older rules,havent looked into 3rd edition.In Baldurs gate,if I can remember,you didnt have to rest after a haste spell.
