It's a DNS issue his ISP has. I told him to call his ISP and demand them to update their DNS entries.

You can get her via IP, but after you click on a link (Which has the NAME of the domain in it) you can't get there.

You can use another ISP's DNS if you like.. someone like Earthlink or someone..
The DNS bypasses have already been tried... (hosts and lmhosts ). :\
EDIT: Also, rereading Andrewas' post, Exxon can use one link, and it will work perfectly, but then they go haywire.

Right. Done the DNS bypass, cept I didnt do lmhosts. Since its for WINS servers instead of DNS. Never know though, might work. Im thinking the fault is in the HTTP rather than the URL resolution though.

Yup. So far:

lmhosts
hosts
alternate DNS servers
re-install IE5.5
delete internet temps
delete cookies

And anyone still saying its DNS isnt going to be listened to.

Next step would be re-install windows, but Exxon is reluctant. Understandable I guess.

What about install IE 6 ?? Or test another browser (like Opera) ??
I`m inclined to though that it`s his ISP... (everything can be blamed on them )
