What is this skill..who is it applicable to? thieves or bards?

Use any item is a high level ability that is available to both thieves and bards when they reach a certain level (over 3 million exp), which lets them use any item. Eg helmets, shields, items that are for use of a particular class only etc.

When my monk lvls up it says I've gained skill points but I can't find where it says my skill lvl is?
