Hello: I have killed the people in the Council CLub like Varro asked, but now I have a bounty on my head. WHen I try to return to Fort Moonmoth to get Varro to remove the bounty, the guards attack and kill me. WHat is going on? How am I supposed to talk to Varro?

can you reload to a save game before taking on the Tongs? If so, instead of attacking outright, Taunt the guy at the door. they all will probably attack you but that's ok. you shouldn't get a bounty since you taunted and they attacked first.

It is possible to outrun the guards. As soon as you're inside the fort, your safe.

Right. Just like in football, outrun the guards and you're safe. You can have your fine removed if you're thieves, but that's expensive. Just run, it's good on your health.
Also, Varrius will remove the price on your head, be it 5000 or 500,000. So, while you are at it, why not steal that valuable thing you could never properly sneak to? Or discipline that irritating dunmer?
