Stores are relatively simple. Simply choose a merchant type, and place the waypoint, then right click the waypoint, and choose Setup Store. It will walk you right through it.

Setting them to plot will work, yes. Once you generate the waypoint that is the actual merchant, it will allow you to generate the main NPC, and a really basic convo. Just use the basic convo to get the store going, then you'll have an example to work off of to set what ever dialog you wish on it. You're going to find that stores with multiple potions are not really hard, but they are tedious, and don't forget, there may actually be cause to have an infinite number of stacked potions, but you may need single variants as well, since some players may not have the finances to buy a prestacked potion.
