I created an extra character to leave at the Inn so I could deposit items I would probably need later in the game. I am ready to enter the Dragonspire and the character does not have the Shroud of Elsera and several other items are also missing!! (Why is this) Can I finish the game without the shroud? Can I get one somewhere else? help! (ARRRGGGHHHH)

No the Shroud is a ONE OF A KIND. You need to go back to the S. Ruins, to D'Soto's Room, and open that chest. The shroud is in there.

Leaving QUEST items in the inn is a known problem. You can try checking the ruins and seeing if it has reappeared there, but I think that is only likely if you are running the patch.
