No, its some bloke with 3 scrolls of Icarian Flight...the fourth just having worn off.

Just who is this guy? He 'lands' on an island just out of Seyda Neen. Does he have any particualr quests?

And yes, I have used the scrolls to disastorous effects.

ever tried casting slow fall when using his scrolls?

this has got to be one of the most recurring topics in this forum. YEah ive seen this guy, his scrolls are useful, but i prefer safer methods

Yeah, that was funny, i was walking around minding my business, when suddenly i heard a scream, and this dude fell from the sky. I still carry those scrolls with me. I never used them so far, is it fun ?

Yes, it's fun for the critters who will pick on your corpse... save before using them, but give it a try, it's a beautiful experience.
