I messed around in the toolset and I couldn't find a way to make an item have Bonus Feat: Familiar, or anything that would summon a panther. But I believe the Summon Monster V spell calls a dire tiger to your side, so you could try using that instead. That tiger wouldn't have the interactive aspect that the panther would get though.

The only way I know how is to use a unique item property that fires a script that will summon a panther.

I recommend Lilac Soul's script generator to do the job. Here is a link.

Under the 'choose script type' pull-down menu select 'Unique Power Item Script'. It has a tutorial but if you need more help going this route just ask.

You know, you could do it by special ability, modifying the bic file and inserting it into special abilities but then it may be more hassle than pleasure and of course, would not be linked to an item (which may not be what you need but could be a good thing depending on whether you want to bring this ability into an online mod or mod you haven't yourself created) but I'd say the best way is what Chewbacca has suggested using the unique item ability since it would also let you customize the panther itself to create say...Guenhwyvar. This will only work in a mod you create or one that has this particular script in it.
