The computer I'm talking about is one I have upstairs. It doesn't have internet access.

Then download the driver on the computer with internet access, copy the driver (usually a zip file) onto a floppy and unzip on the computer upstairs. If the file is too large here´s an excellent tool to split/join files to smaller fragments. You need to bring the program to your other computer as well as the split files.

What exactly do u mean by " u can't play starcraft"?
Do u get some error msg or does the screen just go black when u start the game?

Got any ethernet cards? Cos with two ethernet cards and some crossed cat5 cable you can share an internet connection. Or just copy the file over the LAN without sharing the connection.

Other than that download and burn to CD / copy to Zip disc.

Or use willowIX's file spliter.
