I am at max experience (lvl 17) and play as a mage. I can write lvl 9 spells to my mage book but i cant cast them. Is there a problem with my attributes or is it impossible to cast them.

I'm not too fond of 2nd edition rules, but I think you have to be a higher level to cast level 9 spells. I know that in 3rd edition, you have to be around level 10-12, or somewhere around there. Find a site that allows you to download the experience cap remover. That should help.

It is impossible to memorize level 9 spells. You will be able to learn them, but the only way to cast them is directly from a scroll.

in order to cast a mage spell level 6 and higher you have to be twice the spell level, in other words you have to be level 18 to cast level 9 spells.

This is all true, installing ToB will increase the xp cap to 8 million and it gives you a lot less headaches then installing an xp cap remover, then trying to transfer to ToB later. Also, this is a relatively minor point, but I believe you must have an 18 or 19 intelligence as well as level 18 to cast 9th level spells.

if im not mistaken, all you need to be is level 18, and have at least an 18 intelligence to be able to cast 9th level spells. when i took off the xp cap, and my character got to a certain level, not sure which level though, he couldnt cast ANY spells anymore. but he was able to the previous level though, so be carefull with the xp cap remover.
