What is really needed is a new shuttle. the old tooling was scrapped to prevent the cheapskate option. It's a very old design and the remaining shuttles will not have too much time left.
But are you the american public willing to commit the billions of dollers required? (gratefull it aint my taxes). Are space stations and shuttles the way to go? perhaps bigger and better telascopes is the way of the future?
