Two ways.

1. If you have the quest then go to the shrine (you've been given the key, the guards will not object) and check the map. You will find a secret door leading to a caverns below Ebonheart.

2. If you haven't the quest then check the shore around Ebonheart. You will find an underwater entrance leading to the caverns.

In both cases, the mail is in the caverns. There is a guy there, which have it equipped. Naturally, the guy will not like your presence there ...

He doesn't mind, if you don't talk to him. He's also hidden some loot and supplies on a ledge near his campfire. Reading your other topic about how you just got it last week, you may not want to fight him if you're under level 10, unless you have weapons and armor that are often mentioned here. I beat him at level 14, but I didn't have very good equipment, so it was hard. Took me a long time to kill him, since I was using a silver sparksword. And to get the loot on the ledge, he has some levitation potions lying around in case you don't have any levitation items. If your sword's weaker than a silver sparksword (I think around 27 max damage), there's a glass frostsword up there (I think max 37 damage, and worth a lot).

i got it when i was level 3, but i had a really nice glass longsword i had just found. he was very easy for me. my character is a special class, so maybe how you build your char has some effect on meetings like this.

my girl is a quick agile fighter who can use fire spells and healing. she had him down very fast, and it was such a surprise to find out what he had on him. i was floored! she still goes around bragging 'bout it.

My character's a custom class, too, but he's terrible at destruction. I had a healing spell or two, but I didn't feel like I would need them. My character has very high strength and endurance, but that came at the cost of not increasing my other stats much. His base intelligence and wisdom are both only 34. His personality is around 64, which is his third-highest stat. His luck is whatever it started out as, possibly 30 or 40. He recently got a ring that increases agility greatly, so he's got somewhere between 60 and 80 while wearing it. All that, coupled with (mostly) bad equipment, doesn't make my character very good at most things. Unless it involves carrying something or getting beaten up (he's good against atronachs, because of his high HP), he's not much good. But all that carrying stuff means he currently has over 50k worth of items he won't use!
