Finally found a room with several ore piles, but when I use the pickaxe on the ore piles, it says "the ore pile isn't working." Am I in the wrong place or am I doing something wrong?

Hi, Ammie;
The dragon ore is in an ore pile in the lava pool area. If your in that area, then look harder. It's hard to find if it's in a dark spot. It helps if you have illuminate or tochlight. Good luck.

Spirit Eye can help you locate the piles as well. A pile is only "good" once. Hope you find the dragon ore soon!!

To paraphrase what Wyvern said, once you've used a pickaxe on an ore pile, the next time you try to use a pickaxe on it you get the "ore pile isn't working" message. Would have been nicer to have a "nothing new since the last time you opened it" message, but there isn't one.
IIRC, you can actually find at least two dragon ores, both deep in the tunnels. Hence, you can get two suits of dragon plate legally.
