There are numerous posts now on how to permanently increase your vital statistics, but what I am unsure about is the relative advantages of each

Assuming you intially had 18 in serveral stats including your primary, then it seems that you are able to increase them to 21/22

I believe that high wisdom and high intelligence both increase your lore, High Wisdom allows a cleric to memorise more spells, and high intelligence just allows the mage to scribe more spells into his book, I.e he can get around by using potions to do this if necessary.

But what about mind shield - does this come into affect and how?

Any of your thoughts on this theme would be appreciated

Mind shield is supposed to protect you from things like Psionic attacks I think. It has nothing to do with memorizing spells and that stuff.

When you drink potions that boost intellignce past 18, you will note that your character portrait has a mind shield icon on it

I would like to know if this is in fact applied and if so how

The mind shield is a peculiarity of those potions, not of having high intelligence.
